- Position Purpose: The Finance and HR Development Manager will be responsible for working with the USAID/DFID NHSDP Surjer Hashi NGOs in Bangladesh to strengthen their institutional capacity related to human resource and financial management, and to ensure that they are in line with standard HRM practices and all the NGOs under NHSDP network must follow an acceptable HR management (open and fair) practices and policies under Bangladeshi law. The incumbent will work with NHSDP NGOs to strengthen NGOs HR policies and practices including transparent financial management in the organization. The Finance & HR Development Manager will collaborate with other NHSDP staff as appropriate to support the strengthening of NGO financial and HR management systems. This will include work with the NGOs to identify major causes of staff turnover and to address this turnover through the development of tailored staff retention plans. The incumbent will also support and be involved in organizational capacity assessments with all NGOs on annual basis to attain 90% pre-determined institutional capacity benchmarks of all the NGOs as performance milestones of USAID at the end of the project.
- The incumbent must have an MBA or a Masters in the related field. She/he must have experience with NGOs financial management, its structure and HR management and retention. The incumbent must have at least five years of similar experience and familiarity of Bangladeshi NGOs � preferably in the healthcare field � and their HRM and financial and management systems. The ideal candidate will have knowledge of USAID rules and regulations; be self-driven and able to deliver results with minimum supervision; have a willingness to travel and excellent inter-personal skills to work with a diverse group of people in Bangladesh.
- Responsibilities:
- Support the NHSDP Institutional Strengthening (IS) team to conduct annual NGO institutional capacity assessments using participatory tool
- Collaborate with NGOs and other NHSDP staff to develop a project-wide HR policy, internal financial control policy, and due diligence policy of NGOs at national, regional and local level
- Support the revision/development of HR manuals, linked to project HR policies and aligned with overall NGO HR policies
- Support the NHSDP NGOs to conduct HR surveys, such as employee satisfaction surveys, employee benefit survey, salary surveys, and employee exit interviews
- Support NGOs to develop retention strategies, using a mix of financial and non-financial incentives, to combat technical staff turnover at the NGO and clinic level
- Support in NGO graduation and benchmarking process
- Support networking among NGOs via a central management council
- Impart training of NGO members on HRM and financial accountability and transparency
- Lead or collaborate in the development of training curricula, training plans, and related tools related to strengthening NGO capacity in HRM and financial management
- Support the identification of external training resources, including trainers, as necessary in order to support timely and successful implementation of NGO training plans
- Provide ongoing support and mentorship to NHSDP NGOs, in collaboration with other NHSDP staff, as needed to strengthen their human resource and financial management systems
